About this opportunity
The Texas Parks and Wildlife Department is requesting sealed bids for contract workers to serve as Hunter Education Instructors for the Becoming an Outdoors Woman (BOW) Workshop program, with bids due August 14, 2026 at 2:00 p.m. Central Standard Time.
The scope requires planning, coordinating, and delivering twice-annual BOW workshops (April and October) with a minimum duration of 2.5 days each in both 2027 and 2028. Instructors must manage facility coordination, instructor scheduling, registration through TPWD's Online Registration System (ORS), social media and newsletter communication, partnership maintenance with Friends of BOW, event promotion, safety compliance, survey collection, and record-keeping. All contractor travel expenses—mileage, lodging, and meals—must be included in the bid price; TPWD does not reimburse these separately. Contractors must acknowledge receipt of Addendum 01 (posted August 4, 2026) and return a signed copy with their bid.
Minimum qualifications include at least three years of experience providing similar services. Preferred qualifications are prior Hunter Education Instructor certification and existing ORS system access; however, TPWD will certify vendor representatives and provide necessary access, permissions, and training for vendors lacking prior qualification.
The contract runs September 1, 2026 through August 31, 2028, with potential renewal for one additional one-year period if both parties agree in writing and funds are available. Respondents must submit Exhibits A through D, including company profile, equipment list, past project references, and key personnel information. Payment is issued upon completion of each BOW event within 30 days of a properly submitted invoice. Contractors must maintain comprehensive insurance including workers' compensation (if applicable), employer's liability, commercial general liability, and automobile liability with minimum coverage limits ranging from $500,000 to $1,000,000. TPWD reserves the right to award based on lowest price, best value considering qualifications and experience, delivery schedule, and past performance, and may terminate the contract at any time with 30 days' notice or for cause. Bids should be submitted to Purchasing.BidBox@tpwd.texas.gov or by mail/hand delivery to TPWD Purchasing at 4200 Smith School Road, Austin, Texas 78744.
