About this file

This is Addendum 01 to an Invitation for Bid (IFB) issued by the Texas Parks and Wildlife Department for the Becoming an Outdoor Woman (BOW) Workshop Instructor contract worker position. The addendum, dated August 4, 2026, addresses clarifications and questions regarding the original solicitation 802-27-77431. The deadline for bid submissions is August 14, 2026, at 2:00 PM, with Melissa Long, CTCD, serving as the purchaser. The scope of work involves instructor services for BOW Hunter Education Events, and the addendum clarifies that a previously referenced sporting clays operation requirement does not apply to this particular solicitation as it was carried over from another scope of work.

Key clarifications in the addendum establish that contractor travel expenses, including mileage, lodging, and meals, must be included in the bid price rather than reimbursed separately by TPWD. The contractor is required to manage course registration and attendance tracking through the Online Registration System (ORS) TX-BOW tracking page, creating the registration page, managing vendor administrator accounts, and closing out attendance within 21 days of event completion. While individual participants create and maintain their own ORS accounts, the vendor is responsible for administrative course setup and closure. Preferred vendors should already be Hunter Education Instructor qualified with existing ORS system access; however, TPWD will certify vendor representatives and provide necessary access, permissions, and training for vendors lacking prior qualification. Respondents must acknowledge receipt of this addendum and return a signed copy with their bid submission.

ADDENDUM

Addendum Number: 01 Date: August 4, 2026 Solicitation Number: 802-27-77431 Solicitation Title: Becoming an Outdoor Woman (BOW) Workshop Instructor Due Date/Deadline: August 14, 2026; 2:00 PM Purchaser: Melissa Long, CTCD

PURPOSE OF ADDENDUM: CLARIFICATIONS

Questions and Answers Except as provided herein, all Terms and Conditions of the document referenced herein, remain unchanged and in full force and effect. The following are specifications to this solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.

Question 1:

The Scope of Work includes the following requirements: "Contractor must have equipment necessary to travel to and from, and set up and run a sporting clays operation, including up to eight (8) operable shotgun trap machines per event..."

Since the remainder of the Scope of Work pertains to the Becoming Outdoors-Woman Program, could you please confirm whether this requirement is intended to apply to this solicitation, or if it may have been carried over from another scope of work?

Answer: The reference to sporting clay operation is a reference to a different scope of work and is not relevant to the Scope of Work associated with the BOW Hunter Education Events Instructor.

Question 2:

The Scope of Work states that the contractor must provide his/her vehicle and travel expenses within 30 days of completion of travel. Could you please clarify whether contractor travel (mileage, lodging, meals, etc.) is reimbursed separately by TPWD, or whether those costs are expected to be included in the contractor's bid price?

Answer: The contractor’s travel expenses to include mileage, lodging, meals are expected to be included in the respondent’s bid response.

Question 3:

The Scope of Work states: "Record TX-BOW attendee information in the Online Registration System (ORS) TX- BOW tracking page within 21 days of event completion..." My understanding is that individual participants create and maintain their own ORS accounts.

Answer: The vendor must create the registration page on ORS and close out the attendance following the event. The individual participants do have their own personal accounts, but it is the vendors responsibility to create the course in the system for the participants to register for and close out the final course

Addendum 01 attendance within 21 days of course completion so the attendance can be logged for reporting purposes.

The ORS system is what we use to track courses taught and the attendance. There will be administrative tasks for the vendor regarding ORS. They should be hunter ed instructor qualified so they have access to the system administration to create and close out courses. A preferred vendor would already have access but we can create admin access for any vendor who doesn’t.

Question 4 (multi-parts): Could you please clarify whether the contractor is expected to:

• update information on an administrative TX-BOW tracking page Answer: the vendor does this in ORS (see above). The use of ORS is a requirement for the vendor.

• enter data into existing participant records Answer: Same, see above statement about ORS.

• or create/manage participant ORS accounts?

Answer: The vendor manages the vendor admin account. The customers create and manage their own accounts. The vendor does send out the registration information once they have created the course in ORS, but it is the responsibility of the customer to register for the course to attend. The vendor does not have to register the customers individually.

Question 5:

If the contractor is expected to use an administrative tracking page, will the awarded contractor be provided with the necessary ORS access, permissions, and any applicable training?

Answer: Yes. The preferred vendor would already be Hunter Education Instructor qualified so they would already have access. But if the vendor is not then we will certify a vendor representative so they will have access to the system for course creation and registration. This will also give the vendor access to historical student attendance and records for purposes of tracking progress and improving courses.

Respondents are to acknowledge receipt of this Addendum and return a signed copy with response submission.
