About this opportunity
The Town of Stanley is requesting sealed bids on a sanitary sewer infrastructure project involving complete abandonment of existing residential septic systems at two Chapel Village Road properties and installation of two grinder pump stations, force main piping, and lateral connections to the municipal sewer system, with bids due September 23, 2026 at 3:00 p.m. The pre-bid meeting originally scheduled for September 2 has been rescheduled to September 8, 2026 at 10:00 a.m. per Addendum No. 1 issued September 1.
The scope includes pumping and abandonment of existing septic tanks, installation of approximately 575 linear feet of 1.25-inch to 2-inch SDR 21 PVC sanitary force main piping along the Chapel Village Road right-of-way, individual property lateral connections, cleanouts, valve boxes, and integration into the existing sanitary sewer manhole. Construction is governed by Town of Stanley Construction Standards and Specifications, Virginia Erosion and Sediment Control Handbook, Virginia Department of Health specifications, and Frederick County Sanitation Authority standards, with the most stringent requirements applying. Contractors must schedule a pre-construction conference with the Virginia Erosion and Sediment Control Program authority prior to work commencement and obtain all necessary permits and licenses at their expense. Minimum 36 inches of cover over sewer piping is required.
The contract is a lump-sum award with an additive alternate for unsuitable or rock trench excavation estimated at 30 cubic yards. A 5% bid security is required in the form of certified check, bank money order, or bid bond. Substantial completion is desired by November 30, 2026, with final completion by December 15, 2026. Liquidated damages of $250 per day apply for failure to meet either deadline. The project is funded through the Virginia Department of Health Septic and Waste Assistance Program grant. Performance and payment bonds are due within 15 days of notice of award. Written questions must be submitted to Troy Cave at tcave@raceyengineering.com with five-day minimum notice prior to bid opening. Progress payments are processed monthly with cut-off on the 25th and expected payment within 30 to 35 days of submission.
