About this opportunity
The Town of Parker, Colorado is soliciting proposals for comprehensive cleaning, sanitation, stocking, condition monitoring, specialized cleaning, and on-call response services for public park restrooms, with proposals due October 2, 2026.
The scope covers eight facilities: four plumbed restrooms at O'Brien Park, McCabe Meadows, Discovery Park, and Salisbury Regional Park-South (daily cleaning frequency), and four vault restrooms at Sonka Dog Park, Harvie Open Space, Railbender Skate and Tennis Park, and Trail at Crowfoot (daily cleaning frequency). Specialized services include pre-event and post-event cleaning, pressure washing, graffiti removal, biohazard cleanup, and urgent and non-urgent on-call response, each with specified rates and minimum charges. Bidders must propose monthly pricing for each facility on the Town's price sheet template, which calculates annual and portfolio totals automatically. The agreement requires proposers to disclose subcontractors with scope and qualifications, along with client references.
The initial contract term runs from execution through a specified end date, with the Town holding sole renewal options for up to four additional one-year periods on identical terms unless modified by written extension letter. Contractor rate changes require written notice at least sixty days prior to term expiration. Compensation is fixed not to exceed a specified maximum price, invoiced monthly with payment due within thirty days of Town approval; invoices for prior calendar year services must be submitted within forty-five days of year-end or are forfeited. All labor, material, administrative, overhead, travel, and meal expenses are incorporated into the fixed price.
Contractors must obtain and maintain a Town of Parker Business License and provide Commercial General Liability insurance of $1 million per occurrence and $2 million general aggregate on an occurrence form, with the Town named as additional insured and a Waiver of Subrogation. Workers' compensation insurance with statutory limits and employer's liability of $500,000 per accident and policy limit are required. The Town may terminate with or without cause upon written notice. The agreement is governed by Colorado law with Douglas County venue.
