About this opportunity

The Town of Oxford, Maryland is soliciting bids on water system SCADA rehabilitation covering sensor installation, software deployment, and system integration with bids due August 17, 2026. American Iron and Steel (AIS) requirements mandate that all iron and steel products used be produced in the United States, with de minimis, minor components, pig iron, and direct reduced iron waivers available.

The scope encompasses installation of new level pressure transducers and 3-conductor shielded cabling in existing water storage tanks at Tilghman Street and JL Thompson Drive, deployment of new SCADA software, connection of signals into the Town's existing SCADA system, and upgrades to control-room electrical infrastructure at both tank sites and the wastewater treatment plant facility. Work includes removal and replacement of existing load centers with new Square D QO equipment, conduit installation, wiring modifications, and coordination with equipment manufacturers for signal re-transmission. The project requires a SCADA System Integrator subcontractor, for which the successful bidder must submit a list within five days after bid opening; the Owner or Engineer may request substitution of any proposed subcontractor with an unacceptable bidder.

Bidders must hold a Maryland Construction Firm License, provide evidence of authority to do business in Maryland, submit current financial statements and insurance information, and demonstrate three years of safety performance data including Worker's Compensation Insurance Experience Modification Rate and Total Recordable Frequency Rate. A non-mandatory pre-bid conference is scheduled for July 15 at 10:00 a.m. at 101 Market Street, Second Floor Public Meeting Room in Oxford. Site visits may be arranged by contacting Michael Bell, Water Superintendent, at (410) 226-5740 during normal working hours, with no site visits permitted within two weeks of the bid due date. Bid security of 5 percent of the bidder's maximum bid price in the form of a bid bond is required. Performance and payment bonds will be required from the successful bidder. Award will be made to the responsible bidder submitting the lowest responsive bid, with the bidder-designated time commitment for substantial completion factored into the bid comparison calculation using the specified liquidated damages rate.
