About this opportunity

The Town of Normal, Illinois is requesting sealed bids for interior renovation of its Public Works facility at 1301 Warriner Street, with bids due August 6, 2026, and a mandatory pre-bid conference on July 22, 2026. A Project Labor Agreement requiring union recognition with the Livingston and McLean County Building Trades for all craft employees is a binding constraint on this work.

The scope encompasses selective demolition, architectural woodwork, gypsum board assemblies, tiling, acoustical panel ceilings, resilient and resinous flooring, wall coverings, painting and coating, countertops, and fire suppression work. All work must comply with the Illinois Prevailing Wage Act and the Town's Prevailing Wage Ordinance, with certified payroll submissions required monthly to the Director of Finance.

Bidders must be responsible bidders certified to participate in approved apprenticeship and training programs and must hold a Substance Abuse Prevention Program Certificate. A Performance and Payment Bond equal to the contract price, with surety licensed to do business in Illinois, is required. General liability insurance must carry combined single limits of at least $1 million per occurrence; professional liability of $1 million per claim; and automobile liability of $1 million per occurrence, with the Town named as additional insured on a primary and non-contributory basis. Workers' compensation insurance is required as mandated by Illinois law.

Bidders must submit a 5 percent bid deposit (cashier's check, certified check, or bid bond) along with completed bid documents including Disclosure Affidavit, Vendor Certification, References, Prevailing Wage Notice acknowledgment, and Responsible Bidder Certification. Failure to attend the mandatory pre-bid conference may result in bid rejection. The Town Council makes the final award decision and reserves the right to reject any or all bids. Payment is made within 30 days of Town Council approval following submission of itemized statements, lien waivers, and certified payroll receipts.
