About this opportunity

The Colorado Department of Public Safety, Purchasing and Contracts Unit, is requesting proposals on behalf of the Town of Hartman for water system operations under Documented Quote RFAA 2026-0528, with quotes due July 2, 2026 at 2:00 PM Mountain Time. Service-Disabled Veteran-Owned Small Businesses registered and verified by the U.S. Small Business Administration receive a 3% preference on quoted pricing.

The scope covers temporary operational responsibility for a groundwater community system serving approximately 61 people through 45 service connections, effective July 1, 2026 through June 30, 2027. The contractor must provide a certified operator in responsible charge holding minimum Class C Treatment and Class 1 Distribution certifications. Key responsibilities include routine disinfection, operations and maintenance, compliance sampling, and actions to lift the boil water advisory. The operator must maintain 2.0 mg/L free chlorine at the entry point and greater than 0.2 mg/L throughout the distribution system, conduct weekly chlorine residual measurements and visual inspections of wells, treatment plants, storage tanks, and distribution systems, and submit monthly total coliform compliance sampling results to the drinking water portal by the 10th of the following month. The contractor must establish a Drinking Water Portal account, conduct monthly coordination meetings with Prowers County, DOLA, CDPHE, DHSEM, and local stakeholders, implement emergency reporting protocols including immediate notification to a designated hotline for critical incidents, and provide resident communications in compliance with Tier 1 and Tier 2 public notice requirements.

The budget is $100,000. Award will be made to the responsible respondent whose acceptable quote is determined most advantageous to the state, with price and cost as the primary consideration. Evaluation may also include sample quality and lead time. Proposed pricing must remain firm through the initial contract term and include all fees associated with service delivery. Prior to purchase order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. Award notification is anticipated July 9, 2026. Nancy Guzman is the sole point of contact; proposals are submitted to cdps_edo_bids@state.co.us.
