About this file

This is a Statement of Work for the Colorado Division of Homeland Security and Emergency Management (DHSEM) outlining the operational requirements for the Town of Hartman Water System. The project involves the temporary transfer of drinking water system operational responsibility to DHSEM per Colorado Senate Bill 26-157. The Town of Hartman is a groundwater community system serving approximately 61 people through 45 service connections and requires a certified operator in responsible charge with minimum Class C Treatment and Class 1 Distribution certifications. The scope of work encompasses routine disinfection, operations and maintenance, compliance sampling, and specific actions to lift the boil water advisory. Key responsibilities include establishing a Drinking Water Portal account for administrative updates, conducting monthly coordination meetings with Prowers County, DOLA, CDPHE, DHSEM, and the contract operator, and implementing a communication framework for resident notifications. The contract start date is July 1, 2026. Primary contacts include Marci Linton (720-377-4644) and Paul Moreno (720-838-1944) from DHSEM, and Zeenath Khan from CDPHE.

The operator must implement immediate infrastructure and security actions including securing facility access, installing new locks on treatment infrastructure, coordinating with law enforcement for on-site monitoring, identifying necessary chemicals and equipment, and establishing continued power service to the treatment facility. Operational standards require maintaining 2.0 mg/L free chlorine at the entry point and greater than 0.2 mg/L throughout the distribution system, with weekly chlorine residual measurements and monthly total coliform compliance sampling. Weekly visual inspections of the well, treatment plant, storage tank, and distribution system are required with documented findings. Emergency reporting protocols mandate immediate notification to a hotline (1-877-518-5608) for critical incidents, with Tier 1 public notices distributed within 24 hours and Tier 2 notices within 30 days in consultation with CDPHE. Certified drinking water lab results must be submitted to the drinking water portal by the 10th of the following month.
