About this opportunity

The Town of Farmington, Connecticut is issuing a Request for Proposal to solicit qualified consulting firms to prepare and adopt the 2028-2038 Plan of Conservation and Development (POCD) for the Town Plan and Zoning Commission. The primary services required include updating the existing 2008 POCD and 2018 Addendum with comprehensive planning elements encompassing community surveys, population and demographic analysis, transportation systems, housing diversity, environmental protection, economic development goals, and build-out analysis. The consultant must facilitate an inclusive, participatory community engagement process utilizing surveys, workshops, focus groups, and charrettes to identify development and conservation priorities. Key deliverables include draft plan publication by July 2027 and final plan adoption by September 2027, with all work products, including GIS data, maps, and electronic files, to be provided in formats compatible with the Town's geographic information system. The proposal deadline is 11:00 a.m. on May 1, 2026, submitted in eight sets (one original and seven copies) plus one read-only digital copy on thumb drive to the Town Finance Office at 20 Monteith Drive, Farmington, Connecticut 06032. All questions must be submitted by 12:00 p.m. on April 17, 2026, to Shannon Rutherford, Town Planner at planning@farmington-ct.org. Selection criteria include the firm's technical capacity and experience with similar projects, proposal quality and understanding of Farmington, ability to meet the timeline, demonstrated success in community engagement, and fee proposal evaluation. The selected consultant is required to procure comprehensive insurance coverage including General Liability ($1,000,000), Automobile Liability ($1,000,000), Umbrella Liability ($1,000,000), Workers' Compensation as required by Connecticut law, and Professional Liability ($1,000,000), with the Town named as an additional insured.

This procurement has no stated set-aside designations, and all vendors are eligible to respond regardless of organization type or disadvantaged enterprise status. No incumbent vendors or current contractors are identified in the solicitation documentation. The cost proposal must be submitted in a separate sealed envelope with a detailed breakdown of tasks, personnel costs, direct costs, and consultant rate sheets, with payment terms specified as Net 30 Days. The Town reserves the right to negotiate fees and payment schedules following award selection. A separate sealed cost proposal is required if the firm is selected to develop a Housing Growth Plan under Public Act 25-1 in addition to the POCD proposal. No estimated total contract value was provided in the solicitation documentation. The Town will not bear any costs incurred by respondents in proposal preparation and submission, and faxed, emailed, and CT Source submissions will not be accepted.
