About this opportunity
The Town of Breckenridge is seeking a Construction Management General Contractor (CM/GC) for the Ballfield Pavilion Project located at the Breckenridge Recreation Center. The procurement is structured as a two-phase contract, with Phase One involving pre-construction services during the final design phase and Phase Two potentially transitioning to a construction contract based on final documents. The project aims to improve the space between two baseball fields, focusing on enhancing accessibility, safety, and connectivity by demolishing existing structures, regrading the site to meet ADA requirements, rebuilding restrooms, adding a shade structure, and improving viewing and seating locations. Proposers will be evaluated on RFP quality, similar project experience, team qualifications, estimating capabilities, project approach, fee schedule, and references, with a total possible score of 100 points. Key requirements include being licensed to operate in Breckenridge, Summit County, and Colorado, and demonstrating the ability to provide performance and maintenance bonds. The request for proposals was posted on March 17, 2025, with questions due by April 4, 2025, at 5:00 pm local time, and proposals are due on April 16, 2025. Potential interviews are scheduled for April 29-May 1, 2025, with the estimated construction phase running from May 1, 2025, through October 31, 2025.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it does reference the Keep Jobs in Colorado Act of 2013, which requires employing at least 80% Colorado labor. Insurance requirements are comprehensive, including worker's compensation, general liability, and automobile liability with specific minimum policy limits. The town reserves the right to award the contract to the most advantageous proposal and maintains flexibility to not proceed with Phase Two if deemed not in the town's best interest. While no specific budget range is detailed in the documents, the project involves constructing approximately 750 square feet of building space with multiple restrooms, mechanical spaces, and site infrastructure improvements. The contract will be subject to annual appropriation by the Town Council, and the town's obligations are not considered a general obligation indebtedness. The design team for the project is led by Clark & Enersen, and the project will be constructed using Type VB construction standards with steel stud framing, standing seam metal roofing, and stone and fiber cement exterior cladding.
