About this opportunity
The Town of Apple Valley is requesting Statements of Qualifications for on-call municipal engineering services under a four-year master agreement, with SOQs due November 9, 2026 by 5:00 PM Mountain Time and questions due October 26, 2026 by 5:00 PM. This is a qualifications-based selection procurement in which price is not an evaluation factor — respondents must not include fees, billing rates, or cost information in their submissions.
The scope encompasses water systems, storm drainage, transportation, parks, land development review, capital improvements, grants, planning, reporting, and emergency municipal needs. Work will be authorized exclusively through written task orders and notices to proceed. The Town will rank the three highest-scoring responsive and responsible firms and negotiate fair and reasonable compensation with the highest-ranked firm; if negotiations fail, the Town may proceed with the next-ranked firm in order. The master agreement is nonexclusive and does not guarantee a minimum volume of work.
Respondent firms must maintain a principal engineer licensed as a Utah Professional Engineer, demonstrate relevant municipal engineering experience with adequate personnel and financial resources, obtain and maintain required insurance, and comply with federal ethics and conflict-of-interest requirements. The procurement is intended to support both locally funded and federally assisted work, though federal participation is not guaranteed. For federally funded task orders, cost structures must use lump-sum, fixed hourly rates with not-to-exceed ceilings, or unit prices; cost-plus-percentage and percentage-of-construction-cost methods are prohibited. Selection is governed by Town of Apple Valley Procurement Ordinance No. O-2026-09, Utah Procurement Code Title 63G Chapter 6a, and 2 CFR Part 200 Uniform Guidance.
The master agreement term is four years with a possible one-year extension at the Town's discretion if permitted by local ordinance at renewal. Evaluation runs November 9–18, 2026, with interviews and Town Council authorization on November 18. A final addendum is anticipated November 2. Submit SOQs electronically or in person to Michelle Kinney, Administrative Manager, at mkinney@applevalleyut.gov or 435-877-1190. Single file uploads are limited to 1GB.
