About this opportunity

Town of Apple Valley, Utah is requesting proposals for building inspection, plan review, planning and zoning review, fire protection review and inspection, and related professional services under RFP 2026-04, with proposals due October 19, 2026 at 3:00 p.m. at Town Hall and written questions due October 7 at 3:00 p.m. The Town seeks a single qualified contractor capable of providing or coordinating the full scope internally or through subconsultation.

The scope encompasses residential and commercial building inspections (footings, foundations, plumbing, electrical, mechanical systems, framing, insulation, energy code compliance, gas-line testing, pools, solar systems, decks, additions); building plan reviews for code and ordinance compliance; planning, zoning, and land-use application reviews; and fire and life-safety plan review and inspection. Services are on an as-needed basis with no guaranteed minimum volume or dollar amount. All proposed personnel must maintain required Utah professional licenses and ICC certifications throughout the contract term and demonstrate capability with the Town's City Inspect building-permit software system.

The initial contract term is four years with an optional one-year renewal period available, for a maximum potential duration of five years. The Town will evaluate proposals based on qualifications, licenses, certifications, relevant municipal experience, personnel qualifications, service approach, staffing and responsiveness, references, and proposed fees. Award will not be made necessarily to the lowest-cost proposer; the Town intends to select the proposal providing best overall value. Proposals must include six sets with letter of transmittal, executive summary, statement of qualifications, references and past performance, approach and service delivery plan, and comprehensive billing methodology identifying all hourly rates by personnel classification, flat rates, per-inspection charges, meeting attendance fees, travel costs, and any proposed annual escalations. Public proposal opening is scheduled for October 21, 2026 at 6:00 p.m. Questions should be directed to the Town Clerk at clerk@applevalleyut.gov.
