About this opportunity
The Town of Stafford, Connecticut is soliciting proposals from invited vendors only for Town Attorney legal services, with proposals due December 7, 2026 at 3:00 p.m. Two hard copies must be submitted in sealed envelopes to the Selectmen's Office at Warren Memorial Town Hall, 1 Main Street, Stafford Springs, Connecticut 06076. The attached specification carries a 2022 date and references a September 27, 2022 deadline, which the December 7, 2026 closing supersedes.
Respondents must be law firms with a minimum of six years of experience representing Connecticut municipalities. The Town anticipates selecting a lead Town Attorney, with possible additional attorneys for specific practice areas. Scope covers general municipal law, land use, tax appeals, tax collection, and litigation. Services include advising the First Selectman, boards, and commissions; representing the Town in meetings and legal proceedings; preparing and reviewing ordinances, resolutions, and contracts; providing Freedom of Information Act counsel; and delivering legal opinions and training seminars to town staff and boards at no cost to the Town. Selected respondents will be interviewed, and the designated Town Attorney must attend.
Fee proposals must include hourly rates for the lead attorney and associates for routine services and litigation, a narrative explaining the fee calculation method, whether out-of-pocket expenses are included, and any additional fees for services beyond basic offerings. Proposals must identify the specific attorneys who will perform the work and disclose all actual and potential conflicts of interest with current or former town officials and existing clients. The selected firm must carry general liability, automobile, workers compensation, errors and omissions, and malpractice insurance, and must indemnify the Town. Proposals remain binding for ninety days from the closing date.
The engagement is structured as an independent contractor agreement serving at the will of the Board of Selectmen, with the Town retaining the right to terminate on notice. Questions may be directed to Beth DaDalt at 860-684-1778 or staffordtownhall@staffordct.org.
