About this file
This Request for Proposal (RFP) is issued by the Town of Stafford, Connecticut for Town Attorney legal services. The solicitation is limited to invited vendors only and seeks proposals from law firms with a minimum of six years of experience representing Connecticut municipalities. The Town anticipates selecting a lead Town Attorney with possible additional attorneys for specific practice areas. The scope of services encompasses general municipal law, land use, tax appeals, tax collection, and litigation, including advising the First Selectman and town boards, representing the Town in legal proceedings, preparing and reviewing ordinances and contracts, providing Freedom of Information Act counsel, and delivering legal opinions and training seminars at no cost to the Town. Proposals are due December 7, 2026 at 3:00 p.m. in sealed envelopes with two hard copies submitted to the Selectmen's Office at Warren Memorial Town Hall, 1 Main Street, Stafford Springs, Connecticut 06076. Selected respondents will be interviewed, with the designated Town Attorney required to attend. The engagement is structured as an independent contractor agreement serving at the will of the Board of Selectmen, with the Town retaining termination rights on notice.
Fee proposals must include hourly rates for the lead attorney and associates for both routine services and litigation, a narrative explaining the fee calculation methodology, clarification on whether out-of-pocket expenses are included, and identification of any additional fees for services beyond basic offerings. Proposals must identify the specific attorneys performing the work and disclose all actual and potential conflicts of interest with current or former town officials and existing clients. The selected firm must carry general liability, automobile, workers compensation, errors and omissions, and malpractice insurance, and must indemnify the Town. Proposals remain binding for ninety days from the closing date. Questions may be directed to Beth DaDalt at 860-684-1778 or staffordtownhall@staffordct.org. No set-asides are indicated in this solicitation.
