About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Fair Board, issued a Request for Bid (RFB) on February 14, 2022, for towing services to be performed at the Kentucky Exposition Center. The procurement seeks vendors to provide three line items: 400 towing services for cars, 50 towing services for large trucks (Class 6 Wrecker), and 400 hourly rate charges for an on-site tow truck to remain available during the 11-day Kentucky State Fair in August. Vendors must maintain at least two fully equipped wreckers with operators available and are required to have a minimum of three years of relevant towing experience. The contract will be awarded using a best value approach with price weighted at 90 points and experience weighted at 10 points, with all proposed pricing remaining valid for a minimum of 60 calendar days after the bid due date. Written questions from interested vendors were due by February 21, 2022, at 10:00 AM ET, with bids closing on March 2, 2022, at 1:30 PM ET. The resulting Master Agreement will commence July 27, 2022, for an initial one-year period with four optional one-year renewal periods subject to written approval by all parties. All bids must be submitted electronically through the Commonwealth eProcurement system via the Kentucky Vendor Self Service portal, with vendors required to complete the submission process within the system's five-step procedure and supporting files not exceeding 65,000 KB in size.
Vendors responding to this procurement must comply with Kentucky statutory requirements including campaign finance laws, sales tax registration, state tax payment obligations, and trade boycott prohibitions, with an executed Annual Affidavit for Bidders, Offerors and Contractors required prior to contract award. Kentucky resident bidders may receive reciprocal preference against nonresident bidders from states that provide preference to their own residents. All vendors must provide proof of insurance including public liability coverage of $100,000 per person and $500,000 per occurrence, and garage keepers legal liability coverage of $50,000, naming both the vendor and Kentucky State Fair Board as insured parties. Additionally, vendors must submit a Kentucky Tax Registration Application Revenue Form 10A100 and proof of registration with the Secretary of State if a foreign entity. No incumbent vendors or current contractors are listed in the solicitation materials. The solicitation does not specify an overall contract value or budget range; however, the contract structure indicates pricing will be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with price increases prohibited during the first twelve months and subject to industry-wide cost documentation thereafter. Interested vendors should contact Keith Srutowski at 502-564-7007 for additional information, with billing directed to the Kentucky Exposition Center Accounts Payable.
