Billing runs from yard departure to return with travel time capped at one hour each way; travel time from home to yard is not billable. Bidders must demonstrate three years of towing and recovery experience, maintain Commercial General Liability insurance of $1 million per occurrence and $3 million annual aggregate, and carry Workers' Compensation insurance of $1 million per occurrence. A minimum of two of the five services must be provided in-house; subcontracting of remaining services requires SHA pre-approval, but the entire contract cannot be subcontracted.

There is no federal funding. Payment options include credit card for invoices under $5,000 with no processing fees, check by mail with net 15 terms, or free ACH direct deposit. Invoices must be submitted by the 7th business day of the following month; final invoices are due within 60 calendar days of contract termination.
