About this opportunity
The State of Maine, Division of Purchases, is requesting quotes on canvas tote bags with the Maine logo (RQS1039) with responses due December 7, 2009.
Awards will be made to the lowest responsible bidder based on best value considerations including quality, conformity with specifications, delivery date, and ultimate cost. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Bidders must propose unit prices and may offer approved equal alternatives to specified products with appropriate documentation.
All bidders must submit a completed, notarized State Purchasing Code of Conduct Affidavit identifying the complete physical location(s) of all plants where goods are assembled, including manufacturer plant names, street addresses, cities, states, countries, and telephone numbers. Vendors and their suppliers at the point of assembly must certify compliance with all applicable wage, health, labor, environmental, and safety laws; legal guarantees of freedom of association; building and fire codes; and laws prohibiting discrimination in hiring, promotion, or compensation. Vendors must further certify compliance with human and labor rights treaty obligations prohibiting forced labor, indentured labor, slave labor, child labor, involuntary prison labor, physical and sexual abuse, and restrictions on freedom of association. The affidavit must be faxed to Sue Garcia at 207-287-6578 no later than the bid opening date and time.
Responses must reach the Division of Purchases at Room 119, 9 State House Station, State Office Building, Augusta, Maine prior to the specified opening date and time; bids received after the opening will not be considered. The State is exempt from Federal and Maine State Sales and Use Taxes, and bids should exclude these taxes. All transportation charges including freight and express costs shall be prepaid by the contractor unless otherwise specified. Cash discounts of 20 days or more are considered in bid evaluation; discounts under 20 days will not be considered.
