About this opportunity

The Florida Fish and Wildlife Conservation Commission (FWC) is issuing an Invitation to Bid (ITB) for fuel reduction services at William Beardall Tosohatchee Wildlife Management Area in Orange County, Florida. The procurement seeks competitive bids for mulching services, removal of dead trees (snags), and removal of booted cabbage palms along roads and firebreaks across three job categories: roadside vegetation removal, firebreak maintenance, and firebreak reclamation along a 2.4-mile stretch north of State Road 520. Successful bidders must provide all labor, equipment, materials, and supervision necessary for project completion and must furnish equipment including a 36-inch or larger mulching attachment capable of cutting dead trees up to 16 inches in diameter-at-breast-height. Pricing shall be submitted on a cost-per-acre basis for each of the three jobs with separate pricing for the initial year and three renewal years. Required qualifications include a minimum of three verifiable references for similar completed projects, workers' compensation insurance, E-Verify registration, and registration with both MyFloridaMarketPlace and SunBiz systems prior to bid opening. A mandatory pre-bid conference and site visit will be held on February 19, 2026, at 10:00 AM ET at 3365 Taylor Creek Road, Christmas, Florida 32709, with written questions due by February 26, 2026, at 5:00 PM ET. Sealed bids are due by March 10, 2026, at 2:30 PM ET, with the public bid opening occurring at the same date and time, and an anticipated award date of March 12, 2026. The contract will be awarded to the responsive, responsible bidder submitting the lowest total bid price, with an initial one-year term from Purchase Order issuance and work to be completed by May 30 of the contract year, with optional yearly renewals for up to three additional years under the same terms and conditions.

No set-aside designations or restrictions on organization types have been specified in the procurement documents. The FWC reserves the right to adjust the scope based on bid prices, budget constraints, weather, and site conditions, and no minimum amount of work is guaranteed. Work operations cannot cease for more than 72 consecutive hours without Project Manager approval and must halt during scheduled public hunts. No incumbent vendors or current contractors are listed in the available documentation, and no specific budget range or award value has been disclosed. All contractors must comply with state and federal employment verification requirements and maintain appropriate insurance coverage throughout the contract period.
