About this opportunity
The Florida Department of Health (FDOH), Division of Children's Medical Services (CMS), Bureau of Early Steps and Newborn Screening is seeking to purchase a professional learning platform to support the State Systemic Improvement Plan (SSIP) implementation sites for educator development and coaching. The platform, currently used by local Early Steps providers, allows them to upload videos of themselves engaging in Embedded Practices for Intervention with Caregivers (EPIC) strategies with the children and families they serve. This single-source procurement will include 3,350 user licenses, including training, each year to be used at SSIP implementation sites across Florida. The SSIP is required under Chapter 391, Part III, Florida Statutes and by the U.S. Department of Education for all state early intervention programs. The estimated value of the contract is $1,112,613.65, and the posting will remain active for at least 15 business days, with proposals due by May 29, 2024.
This procurement is restricted to Torsh, HIPAA Secure, Inc., as they are the only vendor that can provide the proprietary software licenses for the Talent HS Online Professional Learning Platform, which is currently being used for the SSIP project. The FDOH has indicated that future purchases will be made on an annual basis, subject to the availability of funding and procurement approval. There are no set-aside designations or restrictions on the types of organizations that can respond, and no incumbent vendors or current contractors have been identified.
