About this opportunity
The Northwest Hills Council of Governments (NRHCOG) has issued a Request for Information (RFI) for the Torrington Transfer Station, seeking qualified vendors to provide comprehensive municipal solid waste (MSW) and recycling management and operations services. The procurement involves the potential acquisition and operation of a transfer facility previously managed by the Materials Innovation and Recycling Authority (MIRA) and currently temporarily operated by the Connecticut Department of Administrative Services (DAS). The primary objective of this RFI is to determine the feasibility of NRHCOG acquiring and operating the facility in a self-sustaining and cost-effective manner beyond July 1, 2027. Existing contracts with municipalities, haulers, recycling facilities, facility operators, and scale operators are currently in place through June 30, 2027. The solicitation was released on November 4, 2025, with responses due by December 15, 2026, at 5:00 PM EST. Potential vendors will be evaluated on their ability to demonstrate operational capabilities, cost-effectiveness, and sustainable management of the transfer station's waste and recycling operations.
The RFI documentation does not specify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions on responding organizations. Current infrastructure includes an existing transfer station facility with established operational contracts and systems. No specific incumbent vendors beyond the current temporary management by DAS are identified in the available documentation. The solicitation does not outline a specific award value or comprehensive budget range for the potential facility acquisition and operations. The procurement covers Middlesex County and surrounding areas in northwest Connecticut, with the primary focus on maintaining the Torrington Transfer Station as a viable public facility. The RFI includes two addenda that may provide additional details about operational expectations and requirements, suggesting potential complexity in the facility's management and operational requirements. While specific financial parameters are not disclosed, the emphasis appears to be on identifying a sustainable operational model for the transfer station beyond its current contractual period.
Opportunity text
For decades the Torrington Transfer Station ("the facility") was operated by the Materials Innovation and Recycling Authority (MIRA). Due to the recent dissolution of MIRA, the facility is temporarily being operated by the State of CT Department of Administrative Services (DAS). Several municipalities in NW CT are interested in ensuring that the Torrington Transfer Station (facility) remains a public facility. One option to keep the Torrington Transfer Station a public facility is for the NRRA to acquire and manage the facility. There are contracts in place with municipalities, haulers, recycling facilities, a facility operator and a scale operator through June 30, 2027, but in order for the NRRA to acquire the facility we must make a determination if it is feasible to acquire and operate the facility in a self-sustaining, cost-effective manner beyond July 1, 2027.
