About this file

This is a Request for Information (RFI) solicitation document issued by the Northwest Hills Council of Governments (NRHCOG) on behalf of the Torrington Transfer Station. The solicitation seeks qualified vendors to provide operations and maintenance services for the transfer station, which manages municipal solid waste (MSW) and recycling operations. The facility was previously operated by the Materials Innovation and Recycling Authority (MIRA) and is currently managed temporarily by the State of Connecticut Department of Administrative Services (DAS). The RFI was released on November 4, 2025, with responses due by December 15, 2026, at 5:00 PM EST. The contract term extends through June 30, 2027, with existing contracts in place with municipalities, haulers, recycling facilities, and operational staff through that date. No formal bidders' conference or site visits are specified in the available documentation.

The primary objective of this RFI is to determine the feasibility of the NRHCOG acquiring and operating the Torrington Transfer Station in a self-sustaining and cost-effective manner beyond July 1, 2027. Pricing terms, payment terms, and the estimated total contract value are not specified in the solicitation document. No set-asides, incumbent preferences, or specific funding sources are identified. The solicitation includes two addenda (RFI - addendum 1.pdf and RFI - addendum 2.docx) that may contain additional requirements or clarifications regarding the scope of work and operational expectations for the facility.

Who can respond to this bid? : All Vendors Description: For decades the Torrington Transfer Station (“the facility”) was operated by the Materials Innovation and Recycling Authority (MIRA). Due to the recent dissolution of MIRA, the facility is temporarily being operated by the State of CT Department of Administrative Services (DAS).

Several municipalities in NW CT are interested in ensuring that the Torrington Transfer Station (facility) remains a public facility. One option to keep the Torrington Transfer Station a public facility is for the NRRA to acquire and manage the facility.

There are contracts in place with municipalities, haulers, recycling facilities, a facility operator and a scale operator through June 30, 2027, but in order for the NRRA to acquire the facility we must make a determination if it is feasible to acquire and operate the facility in a self-sustaining, cost-effective manner beyond July 1, 2027.
