About this opportunity
Saint Louis Public Schools (SLPS) is seeking qualified contractors to complete tornado damage repair and roof mitigation work at Sumner High School through a sealed proposal solicitation. The project involves comprehensive roofing system replacements across multiple roof sections, including 22,267 square feet of asphalt shingle installation, 12,780 square feet of SBS-modified bituminous membrane roofing, and 2,080 square feet of standing seam copper roofing. Additional scope includes tuck-pointing and waterproofing work on 10 chimneys, brick replacement, gutter and downspout replacement, window and electrical repairs, and installation of new underlayment and flashings. Contractors must be manufacturer-certified with minimum five years' experience and capable of meeting strict installation and warranty requirements. The proposal submission portal opened November 20, 2025, with questions due by December 12, 2025, at 12:00 p.m. CDT, and final proposals due December 23, 2025, at 12:00 p.m. CDT through the Euna Procurement electronic bidding portal.
The procurement includes specific set-aside requirements for Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation, with goals of 25% MBE and 5% WBE utilization. Certified MBE/WBE firms must be recognized by the Missouri Division of Purchasing and Material Management or the City of St. Louis Disadvantaged Business Enterprise Program. Vendors are required to provide comprehensive insurance coverage, including Commercial General Liability ($3,000,000 per occurrence), Workers Compensation, Automobile Liability ($3,000,000 per occurrence), and Professional Liability ($1,000,000 per claim). Additional compliance requirements include E-Verify participation, Federal Work Authorization Program affidavit, and a No Israel Boycott Certification. The project is funded through FEMA and SEMA disaster recovery resources, with the District preferring materials and products produced in Missouri when available at comparable cost and quality. Contractors must submit a 5% Bid Bond or Certified Check, with selected bidders subsequently providing a 100% Performance and Payment Bond from an approved Corporate Surety Company.
