Delivery is required to the Clay County Area Technology Center at 1097 North Highway 11, Manchester, Kentucky 40962, with a desired delivery date on or before September 6, 2019, and all delivery, packaging, crating, and handling costs must be included in the bid price. The solicitation deadline is August 14, 2019, at 1:30 p.m. ET, with vendor written questions due by August 7, 2019, at 12:00 p.m. ET, and the standard delivery window is 30 days from award. Award methodology utilizes best value scoring with price weighted at 90 points and delivery at 10 points, where the lowest bidder receives maximum points and subsequent bids are scored proportionally; vendors delivering in fewer than 30 working days receive bonus points while those meeting the standard 30-day requirement receive no points. Bidders must submit bids in person at the Finance Office of Procurement Services, 702 Capitol Avenue, Capitol Annex Room 095, Frankfort, Kentucky 40601, and online bidding is prohibited.
