About this opportunity
The Texas Department of Transportation is requesting offers for TopoDOT LiDAR processing software licenses, maintenance, training, and support services under RFO 601440000051864, with responses due September 11, 2026. Vendors must register on the Texas Comptroller of Public Accounts Centralized Master Bidders List and maintain appropriate NIGP codes for software products.
The scope encompasses five TopoDOT Enterprise 1000 perpetual licenses (with the Statement of Work referencing seven licenses for configuration purposes); TopShare Cloud/Data Sharing Platform annual subscriptions; on-site training including three five-day TopoDOT functional sessions for up to 20 participants and one three-day TopoShare geospatial administrator training for up to 10 participants; and annual maintenance under standard support. The software integrates with Bentley OpenRoads Designer and AutoCAD and uses artificial intelligence and machine learning to extract topographic information from point cloud and imagery data. The vendor must perform complete installation, configuration, workspace setup, and data storage on TxDOT-approved endpoints; configure the TopoShare Enterprise Platform for cloud-based project sharing; and deliver training at no additional cost without invoicing travel expenses. Training access includes TopoDOT University learning resources and comprehensive documentation.
A critical requirement: the vendor must submit detailed documentation of all artificial intelligence components, including specific actions, outputs, data types, bias mitigation measures, and human-in-the-loop involvement. TxDOT mandates 45 days' notice before any AI functionality changes and reserves the right to cancel the contract without penalty if any AI functionality fails to comply with TxDOT's Acceptable Artificial Intelligence policy.
The contract term covers an initial period with perpetual licenses, first-year cloud platform subscription, training, and first-year maintenance, followed by two renewal options providing annual subscriptions and maintenance. Responses must include completed pricing schedule (Excel format), Execution of Offer certification, Texas Family Code Schedule, and Exceptions Schedule. Jodi Swonke (jodi.swonke@txdot.gov, 903-805-0921) serves as the TxDOT procurement contact. Respondents must monitor the TxDOT Procurement Portal (https://txdot.bonfirehub.com/) for addendums and modifications.
