About this file

This is a Statement of Work for the Texas Department of Transportation (TxDOT) regarding the procurement of TopoDOT LiDAR Processing Software licenses, maintenance, and support services under Contract TxDOT 208-41-51864, dated May 2026. TxDOT requires seven Enterprise 1000 perpetual licenses for advanced LiDAR data processing software that integrates with Bentley OpenRoads Designer and AutoCAD. The software utilizes automation, artificial intelligence, and machine learning to extract topographic information from point cloud and imagery data while maintaining human-in-the-loop quality control for transportation infrastructure applications. The vendor must perform complete installation, configuration, workspace setup, and data storage configuration on TxDOT-approved endpoints. Additionally, the vendor must configure the TopoShare Enterprise Platform for cloud-based project data sharing, establish performance settings for optimal functionality, and ensure all licenses are delivered and activated successfully with documented validity and expiration terms.

The vendor must provide standard maintenance and support services including annual updates, patches, and fixes, with the option to propose enhanced support plans for TxDOT selection. Training services must be provided at no additional cost, including functional and system user training, comprehensive documentation, and access to TopoDOT University learning resources, without invoicing for travel expenses or other out-of-pocket costs. The vendor must submit detailed documentation regarding all artificial intelligence components used in the software, including specific actions, outputs, data types, bias mitigation measures, and human-in-the-loop involvement, with mandatory notification at least 45 days prior to any changes in AI functionality. Pricing must be based on the provided pricing schedule, and vendors must submit supporting documentation for invoice charges prior to payment submission. TxDOT reserves the right to cancel the contract without penalty if any AI functionality fails to comply with TxDOT's Acceptable Artificial Intelligence policy.
