About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2300000728 on May 5, 2023, seeking vendor responses to establish a Master Agreement for the supply and delivery of topdressing sand to 13 state parks across Kentucky. The sand must meet United States Golf Association (USGA) specifications for golf greens and will be distributed annually across John James Audubon State Park (60 tons), Barren River Lake State Resort Park (150 tons), Dale Hollow Lake State Resort Park (175 tons), Pennyrile Forest State Resort Park (100 tons), Lake Barkley State Park (75 tons), Kentucky Dam Village State Resort Park (175 tons), Mineral Mound State Park (175 tons), General Burnside State Park (100 tons), Grayson Lake State Park (150 tons), Lincoln Homestead State Park (160 tons), My Old Kentucky Home State Park (100 tons), Pine Mountain State Resort Park (160 tons), and Yatesville Lake State Park (150 tons), totaling approximately 1,580 tons of estimated annual demand. Bidders are required to submit sand samples to the International Sports Turf Research Center (ISTRC) for particle analysis and textural testing prior to bid submission, with confirmation of sample submission required as part of the bid response. The initial contract period is one year from the date of award, with four optional one-year renewal periods available at the Commonwealth's discretion with written approval from all parties. All pricing must be submitted per ton and must be inclusive of all shipping and delivery charges using the Commonwealth's eProcurement system, with deliveries required within 30 days of order receipt and penalties of 1% daily deducted from invoices for late delivery. Written questions were due by May 12, 2023, at 10:00 AM ET, with bids due by May 26, 2023, at 1:30 PM ET. Award will be made on a best-value basis using a ranking approach with price as the sole quantified criterion (100 points) and delivery performance and sand quality as pass/fail criteria, with the lowest-priced compliant bid receiving maximum points and other bids scored proportionally.
Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations furthering Kentucky Revised Statutes Chapter 163 purposes receive reciprocal and preference-based scoring advantages equal to 15 or 20 percent of maximum points. Successful bidders must maintain Contractor's General Liability Insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky workers' compensation insurance, and automobile/truck liability insurance with minimum $1,000,000 combined single limit, with certificates required before award. All bids must be submitted electronically through the Kentucky Vendor Self Service portal and the Kentucky eProcurement system; paper bids are not acceptable. Prices must remain firm for the first 12 months, with price increases thereafter permitted only based on industry-wide changes upon submission of 30 days' written notice and supporting documentation. No specific contract award value or budget range is disclosed in the solicitation documents, as pricing will be determined through competitive bidding for each line item. Bidders must complete required affidavits attesting to compliance with Kentucky campaign finance laws, resident bidder status, and other statutory requirements, with notarized affidavits required before contract award.
