About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for toner for Kyocera printers as a micro purchase, with quotes due November 10, 2026 through PHLContracts. Award goes as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder, and sellers must quote all items to be eligible. The attached LGBTQ Applicant form is voluntary and does not establish a set-aside or mandatory certification.
A signed Consent and Authorization Agreement must be submitted before bid closing for quotes to be considered responsive. Vendors may attach it to their PHLContracts profile during registration, which the City recommends, or include it with their first submitted quote. Signature requirements vary by entity type: corporations require a President or Vice President and a Secretary or Treasurer, while limited liability companies, partnerships, and sole proprietorships require partners, owners, or duly authorized signers. Vendors must designate a Seller Administrator for account management.
The total contract amount shall not exceed $43,000, adjusted annually by the CPI-U percentage increase from January 1, 2020, rounded to the nearest $1,000. The term runs 365 days from the effective date in PHLContracts. Prices are quoted net, exclusive of taxes, with FOB Destination Point delivery, and the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use Tax. Quotes remain valid for 60 days from submission. Payment depends on delivery and City approval, and the City requires electronic payment enrollment. Sellers must carry General Liability insurance of $500,000 per occurrence, Workers' Compensation at statutory limits, and Automobile Liability of $300,000 per occurrence if applicable, and must certify they owe no delinquent City taxes. Sellers must not deliver until the department notifies them. The City reserves the right to reject any and all quotes or accept quotes from multiple sellers.
