About this opportunity

The Michigan Department of Technology, Management, and Budget – Financial Services is requesting proposals for a multi-shaft, low-speed, high-torque shredding system for the Records Center, with proposals due July 7, 2026 at 3:00 p.m. Eastern Time. Written questions are due June 16, 2026 at 3:00 p.m., with answers posted by June 23, 2026.

The scope is a 40–60 horsepower shredding system capable of manual hand-feeding without conveyor systems and processing documents, plastics, uniforms, Kevlar, and limited metal objects. The system must accommodate interchangeable sizing screens to produce defined particle sizes, with screen changeouts achievable within one hour by two personnel. Vendors must provide technical specifications, system drawings or brochures, electrical requirements, a complete list of compatible screen sizes with pricing, an installation quote covering delivery and on-site training, warranty documentation, a recommended maintenance schedule, and tariff information.

Submission is electronic only through the Michigan SIGMA VSS system; late submissions will not be accepted. Proposals must be submitted in writing and remain valid for 60 calendar days from the due date. Delivery is FOB Destination. The State will not pay for overages exceeding 5% per line item and may accept shortages of 5% or less. Payment terms are Net 45 days following invoice receipt via electronic funds transfer only.

Prior to purchase order issuance, the awarded vendor must provide a Certificate of Liability insurance and be registered in SIGMA VSS with banking information on file. Vendors must indicate whether they qualify as a Service-Disabled Veteran-Owned Business and provide required documentation if applicable. All submitted proposals become public records upon receipt. The contract will be governed by Michigan's Standard Contract Terms (Short Form), which require prevailing wage compliance where applicable, nondiscrimination compliance, and four-year record retention.

Technical support for SIGMA VSS is available at (517) 284-0540 or (888) 734-9749.
