About this opportunity

The Michigan Department of Technology, Management, and Budget is requesting proposals for integrated tower site safety climb systems across Michigan Public Safety Communications System (MPSCS) facilities under RFP 260000002391, with proposals due August 6, 2026 at 3:00 PM ET and questions due July 28, 2026 at 3:00 PM ET.

The scope includes 271 stainless steel safety climb kits in heights ranging from 50 feet to 500 feet, in both tower and monopole configurations. All kits must be Vertical ProsGear 100% stainless steel systems meeting ANSI Z359 and OSHA 1910/1926 safety standards, with stainless steel head assemblies, spring attenuators, wire rope, and cable fittings rated to ISO 12944 C4-High corrosion resistance. The largest individual line items are 121 units of 475-foot tower kits, 22 units each of 200-foot and 300-foot tower kits, and 13 units of 250-foot tower kits. Delivery to 6951 Crowner Drive, Dimondale, Michigan must occur within 90 calendar days of order, Monday through Friday between 7:30 AM and 4:00 PM, using palletized standard 4-way shipping pallets.

The evaluation is weighted 75 points for technical compliance with cable, spring, and stainless steel specifications and component matching to Schedule A requirements, and 25 points for vendor ability to provide products in the quantities specified. Only proposals achieving 80 or more technical points will have pricing evaluated. The State reserves the right to negotiate pricing and is not obligated to accept the lowest price. Pricing must be firm for the entire contract term, with adjustments permitted only for documented cost changes subject to mutual agreement and 30-day negotiation. Contracts valued at $250,000 or more require State Administrative Board approval. Proposals must be submitted in modifiable native format (Microsoft Word or Excel) through the Michigan SIGMA VSS website. Bidders must complete a Confidential Treatment Form and may keep proposals irrevocable for 180 calendar days. The solicitation manager is Bethany Preston (PrestonB2@michigan.gov).
