The RFP seeks to procure 271 safety climb kits in various heights ranging from 50 feet to 500 feet, comprising both ladder mount and monopole configurations for installation on tower sites within the MPSCS network. The kits must be Vertical ProsGear 100% stainless steel systems that meet ANSI Z359 and OSHA 1910/1926 safety standards, featuring stainless steel head assemblies, spring attenuators, wire rope, and cable fittings with corrosion resistance per ISO 12944 C4-High specifications. Delivery is expected Monday through Friday between 7:30 AM and 4:00 PM. The RFP does not specify response dates, bidders' conferences, site visits, or award dates in the provided document.

Bidders must establish internal controls to verify abnormal orders and ensure only authorized individuals place orders. Payment will be made via electronic funds transfer (EFT) following invoice submission that includes order number, quantity, unit price, shipping cost, vendor-generated invoice number, and total price. The contractor must provide customer service availability during business hours (7:30 AM to 4:00 PM, Monday through Friday) and maintain a delivery program that utilizes palletized, standard 4-way shipping pallets to optimize freight rates. RFP 260000002391
MPSCS Integrated Tower Site Safety Climb This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP, as well as the Contractor who is awarded the contract. The term “bidder” is used to identify where specific responses to the RFP are required. Yellow fields are also used to identify areas where a bidder response is required.
The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and reference it appropriately within your response.
Background The Michigan Public Safety Communications System (MPSCS) has been conducting comprehensive inspections of safety climb systems across all Integrated Tower Sites to ensure ongoing compliance and personnel safety. Through extensive research and consultation with manufacturers and vendors, MPSCS has verified that galvanized steel safety climbs have an expected lifespan of approximately seven years. In contrast, stainless steel safety climb systems offer a limited lifetime warranty, provided the cable and associated components remain free of damage and wear.
To enhance long-term reliability and reduce lifecycle risks, MPSCS is requiring all existing tower site safety climb systems to be upgraded to stainless steel. This upgrade encompasses the replacement of the cable, mounting brackets, and support brackets to ensure a fully standardized and durable solution across the entire network.
Scope Replacement of safety climb cable and mount equipment on monopole, guy towers, and self-supporter towers that are on the MPSCS communications systems.
This will be for the equipment only.
