About this opportunity

The State of Missouri Office of Administration is requesting bids for an enterprise-grade TN3270 terminal emulation software solution under IFB OA ITSD 0000000032SL, with bids due September 6, 2026 at 6:00 p.m. Central Time. This solicitation is restricted to two qualified vendors: IBM and FlexSoftware. The procurement modernizes legacy mainframe infrastructure with an expiring system deadline of December 31, 2026, and supports phased agency migrations across the Department of Social Services and Department of Revenue.

The scope requires WHLLAPI/EHLLAPI macro support, IND$FILE file transfer capability, TLS v1.2 encryption, and enterprise deployment packaging. The baseline pilot phase covers approximately 40 active licenses with scalability to 4,000 concurrent licenses during modernization transition periods. The contractor must comply with NIST 800-53 or ISO 27001 cybersecurity standards, provide multi-factor authentication, encrypt sensitive data at rest and in transit, maintain audit logs for a minimum of 90 days online and one year offline, pass background checks equivalent to state employee standards, and meet federal, state, and local business compliance requirements including E-Verify enrollment and Secretary of State registration.

Contract pricing is firm and fixed, covering all software licensing, maintenance, technical support, implementation, training, and additional licenses. The contract term runs from award through one year with two optional one-year renewal periods at the department's sole discretion. Evaluation employs multiattribute scoring: cost (100 points maximum) and technical components including connectivity and security, automation, support quality, ease of use, and customization (100 points total). Bonus preferences of 5–15 points apply to Organizations for the Blind and Sheltered Workshops, and 3 points to Service-Disabled Veteran Business Enterprises. A 30- to 60-day evaluation pilot at no cost to the state will validate feature parity and operational compatibility with approximately 30 state employees. Bids are submitted electronically through MissouriBUYS or by hard copy to 301 West High Street, Jefferson City, Missouri 65101. Direct inquiries to Bradley Mealy at Brad.Mealy@oa.mo.gov.
