The Texas Military Department is requesting proposals for clinical substance use disorder treatment training services for 11 attendees, with proposals due July 30, 2026 at 2:00 p.m. Central Time and written questions due July 15, 2026.
The training must be delivered in-person or virtually and cover five modules: SUD diagnostic criteria and military cultural considerations; foundational SUD therapeutic treatment and related disciplines; evidence-based treatment modalities and skills; treatment planning and goal development; and advanced clinical skills application. Training will occur at Camp Mabry in Austin, Texas, and is intended for Texas Licensed Clinical Social Workers and Licensed Professional Counselors with advanced clinical skills. The contractor must hold current certifications and licenses recognized by the Texas Behavioral Health Executive Council and demonstrate five years of prior experience providing similar training.
The evaluation weighs cost at 20 points, training content depth and customization at 60 points, continuing education and certification credentials at 10 points, and past project performance and references at 10 points. Respondents must submit a minimum of three professional references from similar projects completed within the past five years and document any past sanctions, liquidated damages, disciplinary actions, litigation, or contract terminations.
The contract is structured as fixed-price turnkey with a single lump-sum payment upon TMD's written acceptance; no minimum compensation is guaranteed and no payments precede acceptance. The initial term is one year from the effective date of award, with four optional one-year renewal periods exercisable solely at TMD's discretion. Contract funding is subject to TMD's available funding sources.
The contractor must obtain commercial general liability insurance with a $1 million per-occurrence limit and workers' compensation coverage within five business days of award notification. Respondents must complete a Texas Identification Number application, provide direct-deposit authorization, and acknowledge TMD's Standard Terms and Conditions, which impose extensive compliance obligations including E-Verify participation, drug-free workplace certification, and adherence to Texas statutes addressing human trafficking, child support enforcement, deceptive trade practices, and foreign adversary restrictions.
