All work must comply with applicable City of Toledo Construction Standards.

Compensation is structured as a not-to-exceed quote based on hours worked; respondents must specify activity descriptions, fees by activity type, anticipated hours for each service, and miscellaneous expenses including document production. The contract term does not exceed one year with potential renewal on a one-year basis, month-to-month basis, or for the number of years of the original term as negotiated.

Evaluation criteria are weighted as follows: background and experience (factor 15), location (factor 5), familiarity with local, state, and federal standards (factor 5), current workload (factor 5), performance on previous projects (factor 15), understanding of the project (factor 15), schedule and staffing (factor 10), fee (factor 15), DBE participation (factor 10), and other distinguishing attributes (factor 5). Award will be made to the proposal with the highest cumulative point total.

Respondents must submit all required City documentation electronically, including a Letter of Transmittal, Project Paperwork, Professional Services Agreement, W-9, Insurance Certificate naming the City as additional insured with minimum coverage of $1 million general liability and $1 million professional liability per occurrence, EEO Compliance statement, Debarment Certification, and a Living Wage Affidavit certifying payment of $17.45 per hour or 110% of the updated federal poverty level for a family of four, whichever is greater, plus health benefits not exceeding 15% of monthly wages, or alternatively $20.63 per hour or 130% of federal poverty level. A notarized Child Support Affidavit is required for all individual owners or shareholders with 25% or greater vested interest. The City administers a 2.5% municipal income tax on all contractor work performed within city limits, requiring tax registration with a $250 deposit.
