About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the General Services Department and the Bridging Neighborhoods (BN) division of the Housing and Revitalization Department, is issuing a Request for Quote (RFQ) for comprehensive title services on an as-needed basis. The solicitation seeks qualified title service providers to support two home assistance programs: the Home Swap Program serving Delray residents and a home repair and improvement initiative elsewhere in Detroit. Required services include ownership reports identifying current and historical owners, title commitments with legal descriptions, title commitment updates required within 48 hours of closing, and tax and property ownership reviews for prospective buyers, with approximately seven homes anticipated to require services in the first year through title commitments and up to 200 applications expected in 2026 for ownership verification across various programs. Respondents must demonstrate a minimum of three years of experience providing similar title services for comparable projects and submit three relevant references with project dates and contact information. Ownership reports and title commitments must be delivered electronically as PDF files within seven days of request, while commitment updates are required within 48 hours; respondents must also complete a pricing schedule for per-property fees across the four service categories. The contract term is two years with potential renewal options contingent upon Detroit City Council approval and signature by the Chief Procurement Officer, with one or multiple awards anticipated. Questions are due by February 25, 2026 at 3:00 PM EST, and quotes are due March 4, 2026 at 3:00 PM EST; respondents must register in Oracle to download bid documents and submit quotes, as bids submitted outside Oracle will not be accepted.
Detroit-based businesses certified through the Department of Civil Rights, Inclusion & Opportunity may be eligible for equalization credits of up to 12 percent above the lowest responsive bid or $100,000, whichever is less, provided they submit a CRIO-issued Detroit Based Business certificate with their proposal. Additional certifications that may qualify for equalization credits include Detroit Resident Business (five percent), Detroit Headquartered (five percent), Detroit Based Small Business, Detroit Based Micro Business, Construction Workforce Investment Business, Construction Workforce Development Business, Joint Venture, and Mentor Venture designations, with credits ranging from one to five percent depending on certification type. Standard insurance requirements include Worker's Compensation, Commercial General Liability with $1,000,000 per occurrence coverage and $2,000,000 aggregate limits, and Automobile Liability with $1,000,000 combined single limits. Respondents must also comply with all mandatory City of Detroit requirements, including submission of notarized affidavits addressing hiring policy compliance, equal opportunity covenants, and non-collusion certifications, as well as proof of active System of Awards Management (SAM) registration and City of Detroit Treasury Clearance, which require 10 to 15 days to process and must be completed before City Council approval. No specific budget range or award value is listed in the solicitation documents; compensation shall be determined based on the submitted pricing schedule for individual services and the volume of projects assigned on an as-needed basis throughout the two-year contract term.
