Contract (Attachment E). The term of the contract will be for two (2) years. Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFQ.
4. STATEMENT OF WORK
Overview
The City of Detroit, acting by and through the Bridging Neighborhoods subdivision of the Housing and
Revitalization Department (“the City”), and through the Office of Contracting and Procurement (“OCP”), requests bids from qualified firms (“Respondents”) to provide a variety of title services to the Bridging
Neighborhoods (“BN”) on an “as needed” basis, through this Request for Quotation (this “RFQ”).
BN’s Home Swap Program (the “Home Swap Program”) provides optional relocation services to residents of the Delray neighborhood. The Home Swap Program renovates blighted Detroit Land Bank Authority
(“DLBA”) residential properties across Detroit, which the participants of the Home Swap Program (the
“Participants”) will move in to once they leave Delray. Once construction is complete on a home that a
Participant will be moving into, a closing date is set. At closing, the Participants sign the deed to their
Delray home (the “Delray Property”) over to the City, and the City executes and records a deed to the
Participant for their newly renovated DLBA home. BN also operates a second home swap program in the
City that is similar to the program in Delray.
Respondents must be able to provide title search services related to the conveyance of the Participant’s
Delray Property to the City. These services include preparing a title commitment including the legal descriptions for property and performing title and tax checks, through a title commitment update. At this time, approximately 7 homes are anticipated to need these services in the first year though additional homes may be added over time.
In some instances, a rehabbed home may be sold on the open market. In these cases, a check is needed to determine whether the prospective buyer owns property in Wayne County and if delinquent taxes are owed and whether there are unpaid blight tickets in Detroit. It is unknown if any homes will be sold in the future.
BN also implements or collaborates with other home repair or home improvements programs in Detroit.
For these programs, BN seeks to confirm that program applicants are the owner of the home. It is anticipated that new programs will be begin or be added in the future. Up to 200 applications are anticipated in 2026 though more may be requested as programs are added or expanded.
