About this opportunity

The Harrisburg Redevelopment Authority (TIRZ 23) is requesting electronic bids for ADA-compliant sidewalk, ramp, driveway, and drainage improvements across six street segments in Houston's Precinct 2, with bids due September 3, 2026 at 2:00 p.m. via CivCast. The low bidder must perform a minimum of 50 percent of the work with its own workforce and equipment and demonstrate prior project completion in similar urban environments within the Houston region — a capability filter that narrows the field to contractors with established Houston-area experience and in-house capacity.

The scope includes demolition and removal of existing pavement; installation of 14,326 square feet of new concrete sidewalks and 1,270 square feet of ADA-compliant wheelchair ramps with truncated domes; 4,306 square feet of concrete driveways; 862 linear feet of curb and gutter; culvert replacement and ditch regrading; backslope swales; tree protection and removal; landscape restoration with sodding across 2,070 square yards; pavement markings; and sign installation. The project spans Avenue J, North Burr Street, North Stiles Street, North Bryan Street, Avenue I, Baywood Street, and Delmar Street.

Contract pricing is on a unit-price basis with 58 base line items across general, demolition, roadway, pavement marking, drainage, sanitary/water, SWPPP, and landscape categories, plus three extra work items (minimum bids $500, $2,500, $5,500) and cash allowances totaling $42,500 for permits, streetlighting, and work directives. Security deposits of 10 percent of the total bid price and performance, payment, maintenance, and surface correction bonds are required. The project completion timeline is 109 days from commencement. MWBE/PDBE participation goals, prevailing wage compliance, and mandatory state and federal certifications regarding debarment and conflict of interest apply. A non-mandatory pre-bid meeting is scheduled for August 28, 2026 at 2:00 p.m. via Microsoft Teams.
