Project Manual and Bidding Documents Summary
This is a Project Manual and bidding documents package for the Harrisburg Redevelopment Authority (TIRZ 23) in Houston, Texas for sidewalk improvements in Precinct 2. The project encompasses construction and installation of ADA-compliant 5 to 6-foot-wide sidewalks and ramps, concrete driveways, and minor drainage improvements across six street segments: Avenue J, North Burr Street, North Stiles Street, North Bryan Street, Avenue I, Baywood Street, and Delmar Street. The scope of work includes demolition and removal of existing pavement and structures, installation of new concrete sidewalks (14,326 square feet), ADA-compliant wheelchair ramps (1,270 square feet) with truncated domes, concrete driveways (4,306 square feet), curb and gutter installation (862 linear feet), drainage improvements including culvert replacement and ditch construction, tree protection and removal services, landscape restoration with sodding (2,070 square yards), pavement markings, and sign installation. The non-mandatory pre-bid meeting is scheduled for August 28, 2026, at 2:00 p.m. via Microsoft Teams. Electronic bids are due on September 3, 2026, at 2:00 p.m. via CivCast online bidding platform. The project requires a 109-day completion timeline from the date of commencement. Security deposits of 10 percent of the total bid price are required, and bidders must submit performance, payment, maintenance, and surface correction bonds.
The contract pricing is on a unit price basis with base unit price items totaling 58 line items across general, demolition, roadway, pavement marking, drainage, sanitary/water, SWPPP, and landscape categories, along with three extra work items with minimum bid prices ($500, $2,500, and $5,500 respectively) and cash allowances totaling $42,500 (permits, streetlighting, and work directives). The low bidder must demonstrate the ability to perform a minimum of 50 percent of the work with its own workforce and equipment and provide evidence of prior project completion in similar urban environments within the Houston region. All costs must be included in the total bid price, and no substitutions are permitted during the bidding period. The City of Houston Standard Specifications and Details are incorporated by reference and may be obtained at no cost from the city's website. Compliance with prevailing wage requirements, MWBE/PDBE participation goals, drug-free workplace policies, and multiple state and federal certifications regarding debarment, boycott compliance, and conflict of interest are mandatory conditions of contract award.
