About this opportunity
The City of Charlotte, North Carolina, through its Charlotte Area Transit System, is soliciting proposals via Request for Proposals (RFP #269-2026-1992) for the procurement and implementation of a Tire Pressure Monitoring System (TPMS) for both fixed-route and paratransit fleet operations. The procurement encompasses approximately 1,900 tire sensors and two stationary facility-based readers across two operational locations, with the system required to provide user-friendly interfaces, accurate tire pressure data, temperature monitoring, mileage tracking, and potential tire tread depth capabilities. Key deliverables include complete project execution encompassing system installation, manufacturer training on equipment use and maintenance, provision of user and maintenance manuals, and free mobile app access for unlimited users with continuous remote monitoring featuring text and email notification capabilities. The selected vendor must ensure sensors include RF and Bluetooth transmission capabilities, provide upgrade functionality using existing sensors at no additional cost, and include all training costs within the proposal price. Evaluation criteria include vendor qualifications, relevant experience, proposed solution quality, and cost effectiveness and value. The non-mandatory pre-proposal conference is scheduled for January 29, 2026 at 2:00 p.m. EST via Microsoft Teams; proposers must submit questions through the Bonfire e-Procurement Portal by February 5, 2026 at 5:00 p.m. EST; and all proposals must be submitted through the portal by February 26, 2026 at 2:00 p.m. EST, with the evaluation period running from February 27 through March 17, 2026. Proposals will remain valid for 180 calendar days from the proposal due date.
The City of Charlotte's Charlotte Business INClusion (CBI) program actively promotes participation of minority-owned, women-owned, and small business enterprises (MWSBEs), and all proposers must comply with the City's Commercial Non-Discrimination Ordinance and provide certifications regarding non-discrimination practices in subcontractor and supplier selection. All proposers must certify compliance with debarment and suspension requirements and confirm that neither the company nor its principals have been debarred, convicted of fraud or criminal offenses, or had public contracts terminated for cause within the past three years. The contract is structured as an indefinite quantity agreement with no minimum purchase requirement, offering the City flexibility in procurement without obligating a specific purchase volume, and includes an initial contract term with options for up to two additional one-year renewal terms at the City's discretion upon written notice. The selected vendor must maintain commercial general liability insurance of at least $1,000,000 per occurrence and provide workers' compensation coverage meeting North Carolina statutory requirements; the contract will incorporate federal transit administration requirements due to partial federal funding. No specific budget range or award value is disclosed in the solicitation documents, and the City reserves the right to award to one or more vendors, reject all proposals, or cancel the solicitation entirely, with final award requiring City Council approval.
