About this opportunity
The University of Connecticut Procurement Department is soliciting proposals under RFP CDR103026 for a Time and Effort Reporting System that meets federal effort reporting requirements, with proposals due December 2, 2026 at 2:00 p.m. EST. Vendors must design, furnish, install, and provide ongoing support for the system. Listed commodity codes cover Software-as-a-Service, IT consulting for system implementation, software licenses, and software maintenance and support. Pricing must itemize design, implementation, data migration, training, technical support, customer support, hosting, maintenance, upgrades, and related services over the three-year initial term. Proposers must provide three references of comparable size and scope, preferably from higher education institutions, and must declare any deviations, exceptions, or alternate language to the University's template contract. Required insurance includes Commercial General Liability at $2 million aggregate, Technology Professional Liability/Errors and Omissions at $2 million per occurrence, Business Automobile Liability at $1 million, and workers' compensation as required by state law.
Mandatory submittals include a Campaign Contribution Certification, Bidder Contract Compliance Monitoring Report, SEEC Contractor Notice acknowledgment, Vendor Code of Conduct compliance, Connecticut Economic Impact Form, and Non-Collusion Affidavit. A pre-proposal conference is optional but encouraged.
The contract runs three years from initial award, with renewal options to be detailed in the complete RFP and the template contract providing one-year extensions at the University's discretion. Payment is contingent upon availability of annual funding from the primary granting agency. Proposed payment terms are 2/15 Net 45 unless alternate terms are provided. The University retains exclusive ownership of all work product, and the contractor grants a perpetual, royalty-free license to any background intellectual property incorporated into deliverables. The agreement is governed by Connecticut General Statutes and state mandatory terms, including nondiscrimination and ethics requirements.
