About this opportunity
The Missouri Department of Conservation is requesting bids for timber stand improvement services at Huzzah Conservation Area in Crawford County under IFB 0000000229SL, with bids due July 29, 2026 at 2:00 p.m. Central Time. The scope covers herbicide application and invasive plant removal across three timber stands totaling approximately 33 acres: Stand 12 (9.3 acres), Stand 13 (10.7 acres), and Stand 14 (13.0 acres) in Compartment #04. Treatment targets sugar maple, red maple, elm, black gum, and Carolina buckthorn using cut stump and girdle (frill) methods on exposed cambium. Acceptable herbicides are limited to triclopyr ester, picloram, and 2,4-D solution applied per label instructions; a noticeable dye must be added to all solutions for Department spot-checking. Girdled trees require herbicide treatment within one hour of cutting. Applications must occur year-round except during sap flow periods. The contractor must maintain two consecutive years of documented experience in timber stand improvement, invasive plant removal, or similar services and submit current/prior experience verification with verifiable references.
The contract uses firm, fixed pricing for each stand, evaluated on price only. The contract period runs from award date through June 1, 2027. Payment terms are net 30 calendar days upon invoice submission and Department acceptance. A minimum of $5,000 or 2 percent of total contract value must be allocated to Organizations for the Blind or Sheltered Workshops.
