About this opportunity
Prairie View A&M University, a Texas state institution and member of the Texas A&M University System, is requesting proposals for ticketing platform services supporting athletic events, commencement ceremonies, and other high-profile events across three campuses (main campus in Prairie View, Northwest Houston Center, and College of Nursing in Houston), with proposals due February 26, 2026 at 2:00 p.m. CST and a questions deadline of February 16, 2026 at 4:00 p.m. CST. A completed HUB Subcontracting Plan with a 1.00% HUB participation goal across multiple categories is mandatory.
The vendor must integrate with PVAMU's existing TouchNet payment gateway and comply with PCI DSS, TxRAMP and/or FedRAMP certification, WCAG 2.1 Level AA accessibility standards, and Section 508 compliance. Services will operate under a per-ticket fee model that is cost-free to PVAMU, with all fees passed to patrons through a fixed cost breakdown covering platform setup, implementation, training, ongoing maintenance, per-ticket transaction fees, hardware costs, and processing fees.
The contract carries an initial three-year term with options to renew for up to two additional one-year terms at PVAMU's discretion, not to exceed five years total. Award is expected in March 2026. Demonstrations and presentations for selected respondents will occur on a date to be announced.
Evaluation weighs proposed cost of services and technical response equally at 30 percent each, followed by vendor experience and expertise at 20 percent, professional references at 10 percent, and responsiveness at 10 percent. Proposals must include three client references from comparable higher education or public entity work completed within the past five years; comprehensive documentation of compliance with mandatory requirements; and accessibility attestations. Submissions must not exceed 40 pages, bound with spiral binding, and include five hard copies and one electronic PDF copy.
Solicitation Addendum 1 was posted February 26, 2026 and modifies procedural elements, bidder requirements, submission procedures, and evaluation criteria in the base RFP; vendors must review both the original RFP and addendum comprehensively for full compliance.
