About this opportunity

The City of Philadelphia is soliciting bids for a three-screen LED wall package under a requirements contract, with quotes due July 2, 2026. This small order purchase will be awarded as a whole to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for award.

The contract will run for one year from the effective date with options to renew for up to three additional one-year periods, for a maximum total duration of four years. The maximum annual contract value is $94,000, adjusted each City fiscal year by the percentage increase in the Consumer Price Index for All Urban Consumers from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. Pricing must be quoted net and exclusive of taxes, with delivery FOB destination.

Bidders must complete and electronically submit a fully executed Consent and Authorization Agreement by the bid closing deadline via PHLContracts.phila.gov; signatures must be from authorized officers appropriate to the company's entity type (President or Vice President and Secretary or equivalent for corporations; partners or owners for partnerships, LLCs, and sole proprietorships). Only the last quote submitted by bid opening will be considered, and all terms and prices remain valid for 60 days from submission or throughout the contract term for requirements contracts.

Standard contract requirements include nondiscrimination and ethics compliance; Pennsylvania business tax compliance; workers' compensation and general liability insurance with minimum limits of $500,000 per occurrence; indemnification of the City; and compliance with all applicable federal, state, and local laws. Bidders must not be indebted to the City. Payment is made by electronic deposit following delivery and City approval with proper invoicing. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and accept quotes on individual items without accepting all items. Vendors must not deliver or provide services until notified by the department.
