About this opportunity
The Georgia World Congress Center Authority (GWCCA) is soliciting proposals under RFP No. GWCC11226EC for back-of-house safety flooring replacement in designated corridors of the Thomas Murphy Ballroom in Atlanta, Georgia, with a mandatory pre-proposal site visit on November 10, 2026 at 12:00 PM and proposals due November 19, 2026 at 10:00 AM.
Bidders must be active legal entities authorized to do business in Georgia, maintain E-Verify compliance under O.C.G.A. 13-10-91, provide non-discrimination certifications, and operate as drug-free workplaces. The successful proposer must demonstrate a minimum of five consecutive years of comparable commercial safety flooring installation and replacement services, with evidence of recent projects within the previous five years. A performance bond or irrevocable letter of credit equal to 100 percent of the total contract amount is required and must remain in effect through final completion and acceptance.
The scope covers removing existing sheet vinyl and installing commercial-grade, non-slip safety flooring specified as Altro Stronghold 30 or GWCCA-approved equivalent. Work includes concrete surface preparation, heat-welded seams, perimeter caulking, flooring transitions, and red directional floor signage. The contractor must minimize disruption to scheduled events and facility operations. Pricing is a complete lump-sum cost for the entire project. The contractor verifies field measurements and determines all material, labor, and equipment quantities. The pricing form accommodates up to twelve designated areas, permits additional areas, and requires labor, materials, equipment, and disposal costs. GWCCA is tax-exempt, so sales tax is excluded.
Evaluation weights are experience and qualifications at 25 percent, technical approach and materials at 30 percent, project schedule and coordination at 15 percent, and cost proposal at 30 percent.
Remaining dates are written questions due by 10:00 AM on November 12, 2026, clarifications issued by November 13, 2026, and proposer presentations and interviews to be scheduled at a later date to be announced. The solicitation was posted November 3, 2026.
Communication with Authority staff, GWCC officials, or their consultants is prohibited from advertisement through final award, except for submitting questions as instructed in the RFP or work under existing agreements. Finalists and apparent awardees may not make public statements about their selection. Violations may result in rejection of the respondent's submittal. The Authority reserves the right to reject any or all submittals, waive technicalities, and cancel the procurement at any time.
