About this opportunity

Towson University is requesting proposals for Third Party Qualified Elevator Inspection Services across its campus under a Competitive Simplified Procurement, with bids due June 29, 2026, and a pre-bid conference scheduled June 16 at 10:00 AM in Room AD4126 on the York Road campus (WebEx participation available).

Bidders must hold certification from NAESA International or ASME, possess a valid Maryland elevator inspection license, and employ inspectors with a minimum of five years' experience. This is the primary capability filter. Services include annual and five-year inspections for traction elevators (38–55 annual tests and 3–20 five-year tests annually), hydraulic elevators (33 annual tests), vertical platform lifts (4–7 annual tests and 0–3 five-year tests), and dumbwaiters (0–1 annual and five-year tests). The contractor must also provide fire service and emergency power testing. All inspections must comply with ASME A17.1 and A17.2 standards and Maryland regulations, be scheduled three months in advance, and be completed at least two weeks before certificate validation dates. Reports are due electronically within five business days to 3rdparty.reports@maryland.gov and mtemmel@towson.edu.

The contract runs October 1, 2026, through September 30, 2029, with two optional one-year renewal periods extending the maximum duration to five years. Pricing is submitted on Exhibit S on a per-unit, per-service basis; the form requires hourly rates for re-inspection services and inspector labor (regular and overtime). The contractor must carry Commercial General Liability Insurance of $2 million per occurrence and Workers' Compensation Insurance as required by Maryland law. Work is scheduled Monday through Friday, 7:00 AM to 3:30 PM, coordinated with the university's facilities management. The question deadline is June 22 at 2:00 PM Eastern Time. Award will be made to the responsible bidder submitting the responsive bid most advantageous to the university.
