About this opportunity
The City of Norfolk Department of Public Works is requesting sealed bids for an Indefinite Deliveries Quantity Multiple Award Contract to install thermoplastic pavement markings at various locations throughout Norfolk, Virginia, with bids due October 6, 2026 at 4:00 p.m. The contract is available through shared services, permitting other public agencies to enter into agreements with awarded bidders based on submitted unit prices.
The scope encompasses 98 distinct line items covering maintenance of traffic services (police officers, flaggers, message signs, channelizing devices, and temporary signs), pavement marking eradication and installation, delineators, parking blocks, and adhesive materials. The contractor must furnish all labor, materials, and equipment. This is a unit-priced contract; all unit prices are maintained throughout the contract period and govern in case of discrepancies between extensions and stated prices.
The base contract term is twelve months with two additional twelve-month option periods exercisable at the City's discretion, for a total potential three-year period. Work orders will be issued within 365 calendar days from contract commencement, with completion timeframes mutually agreed upon by the contractor and owner. Liquidated damages are assessed at 0.2 percent of work order value per calendar day for delays beyond the completion date.
Bidders must hold Virginia contractor licensure appropriate to the contract value and provide proof of authorization to transact business in the Commonwealth. A City of Norfolk Business License is required upon award but not for bid submission. A bid bond equal to five percent of the total bid amount is required; performance and payment bonds are each set at $250,000. Site examinations are permitted upon request. All bidders must acknowledge receipt of any addenda issued prior to bid submission. The City reserves the right to make multiple awards, reject any or all bids, and negotiate with the apparent low bidder if the bid exceeds available funds, potentially including scope modifications or material substitutions.
