About this opportunity

The Colorado Energy Office is requesting quotes for Thermal Opportunity Mapping consultant services under Documented Quote EFAA 27-87, with submissions due September 18, 2026 at 5:00 PM Mountain Time and award notification estimated for September 23, 2026.

The scope spans four tasks: agency coordination and mapping prioritization (30 days); interactive waste heat mapping including data collection, standardization, and waste heat potential estimation (90 days); case study analysis of 2–4 high-potential connections with technical and business implementation guidance and cost estimation (180 days); and ongoing project management with monthly coordination calls and status reports. The consultant will aggregate, clean, and standardize datasets from the Colorado Geological Survey, Division of Water Resources, Colorado Department of Public Health and Environment, Energy and Carbon Management Commission, and the CEO's Building Performance Standards Team, then deliver GIS-ready data packages to the Office of Information Technology for integration into a public ArcGIS platform. Task 1.5 requires a memo addressing SB26-142 statutory obligations due by November 15, 2026, and Task 3.5 requires an updated final memo within the first two weeks of the Colorado Legislative Session.

The contract is firm-fixed-price with a maximum budget of $180,000 in EPA Climate Pollution Reduction Grant Planning Grant funds. The contract term runs from the Purchase Order effective date (desired October 7, 2026) through May 30, 2027, with potential for state-discretionary extensions. The State reserves ownership of or a license to all deliverable datasets, data dictionaries, lineage documentation, and symbology specifications.

Respondents must comply with WCAG 2.1 Level AA accessibility standards (Appendix C), deliver spatial data in ESRI-native formats (Appendix E), provide comprehensive data documentation and metadata per FGDC/ISO standards (Appendix F), disclose AI tool usage in writing prior to deliverable submission (Appendix D), and complete State of Colorado Vendor Disclosure Statements. Pricing is the primary evaluation criterion. Written inquiries were due September 8, 2026, with responses published September 10, 2026. The Procurement Point of Contact is Tara Larwick at tara.larwick@state.co.us; all communications must be conducted via email only.
