About this opportunity
The South Georgia Regional Library System (SGRL) is procuring general construction services for The Willis L. Miller Library Project - Phase 2, a hurricane recovery and renovation initiative in Liberty County, Georgia. The project involves repairs and renovations to the Willis L. Miller Library, a one-story facility comprising approximately 36,128 square feet located at 2906 Julia Drive in Valdosta, Georgia, which sustained significant damage during Hurricane Helene in September 2024. Work includes restoration of storm-damaged building components, protection of existing finishes to remain, demolition and reconstruction of approximately 5,300 gross square feet of the rear portion of the building on the southwest side, and construction of a new 1,600 gross square foot addition to accommodate office functions. The facility is fully sprinklered. Only Georgia-licensed general contractors are eligible to submit sealed bids, which must be received by 2:00 P.M. local time on Thursday, May 7, 2026, at McMullen Southside Library, 527 Griffin Avenue, Valdosta, Georgia, where bids will be publicly opened and read aloud. A mandatory pre-bid meeting will be held at the project site on Thursday, April 23, 2026, at 10:00 A.M. local time. Bid documents are available for purchase from Print Life Printing & Supplies, LLC at 1006 Williams Street, Valdosta, GA 31601, for $300.00 per set (non-refundable, excluding shipping), and interested parties may contact Print Life at 229-244-5598 or info@printlifevaldosta.com for plans and specifications. The project designee is Gladwin Vaughn Architecture, LLC, and the SGRL reserves the right to hold bids for up to 60 days following the opening date for review and investigation of bidder qualifications prior to contract award.
The procurement documents do not indicate specific set-aside designations for disadvantaged enterprises or restrictions on organizational types beyond the requirement that bidders be Georgia-licensed general contractors. No incumbent vendors or current contractors are identified in the available procurement materials. All contractors must comply with applicable federal, state, and local laws, regulations, building codes, and obtain all required licenses and permits. The procurement documents do not provide an explicit budget range or award value; however, the scope of work including significant reconstruction and a new building addition suggests a substantial project budget. Interested contractors should contact the project designee, Gladwin Vaughn Architecture, LLC, or Print Life Printing & Supplies for additional project details and cost information.
