About this opportunity
The Tennessee Department of Children's Services is issuing a Request for Information for consultant services supporting The Taylor Initiative—Tennessee Together Against Child Trafficking, a statewide strategic collaborative, with responses due August 24, 2026 at 2:00 p.m. Central Time.
The consultant will manage program development and implementation, provide technical assistance to three subcommittees (Safe Housing, Strategic Collaboration, and Whole Family Healing), plan and facilitate biannual Human Trafficking Summits in Nashville, produce annual reports and strategic plans, and deliver lived-experience consulting services. Required expertise spans child sex trafficking, labor trafficking, online exploitation, and commercial sexual exploitation of children, plus demonstrated experience managing statewide initiatives in partnership with child welfare agencies, law enforcement, healthcare, education, and survivor organizations.
The contract term is four years. Estimated annual budget is not to exceed $160,000 per year, and respondents must describe typical pricing units and price ranges for similar services. This RFI does not create contract rights, does not obligate the State to issue a subsequent procurement, and does not require RFI participation as a prerequisite to future solicitations. RFI responses will become State property and remain confidential until after evaluation of any subsequent procurement responses. The State will not reimburse costs associated with responding.
Questions should be directed to Lily Lee, Program Specialist at the Department of Children's Services, at 615-309-8821 or EI_DCS.contracts@tn.gov, and all communications should reference RFI #35910-17051.
