About this opportunity
The City of Philadelphia's Department of Planning and Development is requesting proposals for professional services to manage landscape and hardscape improvement projects under the Mayor's Curbside Appeal Program, with proposals due August 6, 2026 at 5:00 p.m. Philadelphia time. Local Business Entity (LBE) certification is encouraged and will be considered a positive evaluation factor, though not a set-aside or mandatory requirement.
The consultant will evaluate block conditions, develop work scopes, hire and manage subcontractors, procure materials, oversee project implementation across approximately ten blocks per year, and organize community-building activities. Services span a one-year initial term from September 1, 2026 through August 31, 2027, with the City retaining an option to amend the contract to add up to three additional one-year terms.
The total projected budget is $975,000, comprising $828,750 for construction costs (labor and material) and up to $146,250 for administrative and implementation costs. The consultant must submit a fixed-price cost proposal with detailed line-item breakdowns covering all services, employee compensation, fringe benefits, administrative expenses, and work-related costs. Monthly invoicing with detailed reporting of services, goals, tasks accomplished, and associated costs is required.
The consultant must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, maintain appropriate business licenses and tax clearances, and meet all City regulatory requirements. Insurance requirements include workers' compensation, general liability at $1,000,000 per occurrence, automobile liability at $1,000,000, and professional liability at $1,000,000 with a deductible not exceeding $50,000. All materials developed become sole property of the City.
Applicant questions are due July 14, 2026, with answers posted by July 21. Interviews and presentations are scheduled for August 12, 2026, with applicant selection on August 19 and contract execution on September 1.
