About this file
This is an RFP Submission Checklist document for professional services opportunities at or above the formal RFP threshold in the City of Philadelphia, Pennsylvania. The checklist serves as a compliance tool to ensure applicants submit complete, accurate, and responsive proposals that meet all specified requirements. Key submission requirements include timely submission before the stated deadline, demonstration of how the applicant meets the scope of work requirements detailed in Section II of the RFP, inclusion of a cost proposal consistent with RFP specifications, adherence to format and content requirements outlined in RFP Section III, and review of all RFP contract attachments including the General Provisions in Appendix A. Applicants must electronically submit their proposals through eContractPhilly under the correct opportunity number and must have an authorized signatory execute the application through the system's "sign and submit" function.
Required supporting documentation includes the completed Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement, a Statement of Financial Capacity accompanied by audited or unaudited financial statements, bankruptcy disclosure for the past five years, and IRS Form 990 for nonprofit organizations. Applicants must also disclose all information required under Chapter 17-1400 of the Philadelphia Code regarding local political contributions through their eContractPhilly account. Optional submissions include Appendix D: Local Business Entity or Local Impact Certification and Appendix E: LGBTQ Applicant Opportunity Data. Critical compliance requirements mandate that the name and Tax Identification Number registered on eContractPhilly match those on the application, Appendix C, and W-9 form. The document emphasizes that objections to General Provisions are not favored and may negatively impact proposal evaluation.
